October’s eurozone factory figures combine slower output growth with rising supply pressure. Analysis. For European flat-steel buyers, keep stock cover aligned with confirmed customer call-offs, but recheck supplier lead times before cutting it. Faster input buying and delivery delays argue for protecting critical deliveries even when the demand outlook looks less strong. The survey reports concern manufacturing generally, not steel alone.
The HCOB Eurozone Manufacturing PMI (compiled by S&P Global) eased to 52.7 in October from 52.9 in September, while the output index fell to 52.8 from 53.6. Türkiye’s Ministry of Trade and Reuters corroborate these readings from the release of 2 November. Both indices still indicate expansion; slower output growth does not mean production contracted.

Reuters reports that manufacturers increased purchasing at the fastest pace in nearly four and a half years, restarted raw-material stockpiling for the first time since December 2022, and experienced the worst delivery delays since June. Format Research dates the purchasing acceleration to May 2022; it and Anadolu also report input-cost inflation at a five-month high. These are reports of the same underlying release, not separate surveys.
Loharo comparison · headline versus factory output
Analysis / calculation. Using the readings reported by the ministry, cross-checked with Reuters: changes below are October minus September, in index points.
| Survey measure | September | October | Change |
|---|---|---|---|
| Manufacturing headline PMI | 52.9 | 52.7 | 52.7 − 52.9 = −0.2 |
| Manufacturing output index | 53.6 | 52.8 | 52.8 − 53.6 = −0.8 |
What this means for European flat-steel orders
Analysis. The output slowdown tempers the case for demand-led flat-steel restocking, while faster input purchasing and worsening deliveries raise a separate availability risk. The survey does not isolate European flat-steel mill lead times, steel tonnage or the cause of individual delays. It therefore supports checking specific supply commitments, rather than assuming all coil deliveries are tightening.
Analysis · procurement check. Put the customer’s firm call-off date beside the supplier’s confirmed delivery week, quote expiry and latest date for reserving the delivery slot. For critical grades, ask whether the slot can be reserved separately from fixing the steel price. Add cover only where a documented delivery risk would leave confirmed demand uncovered; otherwise keep it tied to the order book.
Verification status: Verified
Headline and output readings, purchasing, input-restocking and cost/delivery signals were cross-checked in supporting reports of the HCOB Eurozone Manufacturing PMI. The original release is linked but returned 403 during this check, so its precise inventory wording was not directly verified. Loharo’s arithmetic and procurement implications are labelled analysis.
